SPORTA 2 quarter Development Project Launches First Phase

Real estate developer “Linstow Baltic” and “UPB Nams” signed a contract for the commencement of construction on the first phase of the multifunctional SPORTA 2 quarter in September 2026. The first phase will involve the development of a 17,300 m² building, the majority of which will comprise Class A office space, along with the development of high-quality public outdoor space and a modern surface-level parking area in the surrounding territory. The planned investment is EUR 50 million.

“The SPORTA 2 quarter continues its active development, strengthening its position as one of the most promising and sought-after urban development projects in Riga. The implementation of the first phase marks a significant stage in the quarter’s comprehensive development program, encompassing the construction of a modern office building and the landscaping of its surrounding area. In subsequent development phases, the district is set to be expanded with residentials buildings and hotel, as well as broadened cultural, dining, and leisure offerings – shaping SPORTA 2 into a multifunctional, dynamic quarter that meets the demands of modern urban living. The SPORTA 2 quarter is being shaped into a place to work and live, a place to learn and experience something new, a place to have fun and connect with like-minded people – in other words, it’s the place to be!” says Frode Grønvold, Chairman of the Board of “Linstow Baltic”.

The first phase of the SPORTA 2 quarter will see the development of modern and flexible Class A office space spanning 12,300 m², designed to meet the demands of today’s dynamic business environment. The project will feature both contemporary corporate offices and co-working spaces, creating an inspiring and vibrant environment for collaboration and idea development. The first phase of the SPORTA 2 quarter is expected to be completed and commissioned by the end of 2028, with active use beginning in 2029.

“The fact that one of the Baltic region’s leading long-term real estate developers has entrusted UPB with the delivery of this project is a strong endorsement of our professionalism and reliability. It reflects our extensive experience in delivering complex, large-scale public building projects, as well as our deep expertise in sustainable construction, developed through projects in both the local and Scandinavian markets. With its ambitious environmental standards, the SPORTA 2 quarter will become an important addition to our portfolio of completed projects, and we are proud to be part of bringing this vision to life,” says Kaspars Rožkalns, Chairman of the Management Board of “UPB Nams”.

“UPB Nams” is one of Latvia’s largest construction companies, with extensive experience in the development of public, commercial, sports, industrial, and other types of buildings. The company is part of the “UPB Group”, one of the largest industrial groups in the Baltic States. UPB specialises in the delivery of technologically advanced buildings, offering an integrated range of services that includes design, manufacturing of construction materials, supply, installation, and lifecycle maintenance.

The SPORTA 2 quarter is a new, multifunctional urban development project in the center of Riga, located in a strategically significant area – between the UNESCO World Heritage site “Historic Centre of Riga” and the rapidly growing Skanste neighbourhood. The SPORTA 2 quarter creates a modern and dynamic environment, where historic industrial heritage merges with contemporary urban development trends.

As the quarter is developed, its historic industrial heritage is preserved, integrated and enhanced, while being complemented by modern architectural and technological solutions. The project is being developed in accordance with high international BREEAM sustainability standards, creating a high-quality and sustainable urban environment.

The SPORTA 2 quarter is being shaped into a modern, multifunctional urban space where work, creativity, culture, and community come together in one place. Already, the quarter is developing into an active hub for creative industries, attracting new businesses, projects, and ideas. SPORTA 2 embodies the essence of city and street life – the quarter is conveniently accessible and open to everyone, with activity buzzing throughout the day, well into the late evening hours.
